I don't think so. That's already been tried, and failed, in 13 state legislatures, with Gov. Brewer famously vetoing Arizona's birther bill back in April, a few weeks before Pres. Obama released his long form birth certificate.
Legal scholars were pretty much in agreement that such a move would be ruled unconstitutional - an encroachment of states into federal jurisdiction. Jan Brewer perhaps summed it up best, when she said she'd never imagined such a bill arriving on her desk: "it's a bridge too far."
