Having lived in the Bay Area many years ago, there were soooo many times when it was 60 degrees in the winter or 85 degrees in the summer and I would overhear people complaining about how bad the weather was. In the midwest, weather reminds us of our humanity - how we're all in this struggle to survive together against the forces of nature. It gives you an instant bond with the people around you, a recognition that no matter your class or status you have a shared struggle.
At least, that's my philosophy on it.
