I am hoping that both of these cables can take being outside.
The RG6 quad for sure; if the other is labeled for outdoor use, then I guess it'll be OK too.
As for the rest, my first thought would be to pursue some kind of conduit whether or not you trim concrete. And is this going to be something you could easily repair or replace later if necessary? Be careful that opening up the concrete doesn't make a drainage problem, where water can get under it.
