Technically, if an ebayer has access to your sale, they have a right to bid on it. You have a right to block them from your sale, but if you don't and they buy it, you will be open to receiving negative feedback for backing out of the deal.

You can request the cancellation. If the buyer does not respond, or agrees, then it'll be cancelled. If the buyer does not agree, then the sale stands; your fees won't be refunded and you are expected to ship the thing. The only repercussion is the possibility of bad feedback.

To avoid, be sure to set the 'Buyer Requirements" to block buyers who "Have a primary shipping address in countries that I don't ship to" when you set up the sale.


You can also set paypal to block payments based on accounts that are not drawing US dollars.
