If you just need to get under an average residential driveway, most of the home centers probably still sell a "water boring" kit that lets you put a pointed nozzle on the end of PVC conduit and then use your garden hose to supply water pressure to "blast" through the dirt under the driveway slab, thus letting you thread a run of conduit under the driveway.
