unlike most taxes lotto is a choice. it doesn't count as a 'hit' in my book if the blow is self-inflicted. i think people who spend a large percentage of their precious income on lotto are making a really bad choice. i also think spending money you really can't afford on alcohol, cigarettes, cable, and big screen tvs are bad choices . funny how no one ever hints that having those items available hits the poor hardest.
