How convenient that even just the sentence before and the sentence afterward were skipped over by the rightwingers. You don't even need the whole paragraph to acertain context, just those two sentences will help:
Somebody invested in roads and bridges. If you’ve got a business -- you didn’t build that. Somebody else made that happen.
It would have been better if the President would have used correct grammar - "those" instead of "that".
