Wireless Printer in a dorm room question

I was wondering if one could use an Apple Airport Express to set up a mini network to use to print to the printer wirelessly (for use by multiple people in the vicinity).

I suppose how the AE is setup (local network, not on the University's), but if just plugged in to the data jack, similar to a router, doubt they would allow that, as well. Some schools only activate the data jacks in the rooms after you submit your computer(s) MAC addresses for access.

If they still allow access traditionally (just simple DHCP and anything you plug into a data jack gets network access), then they still likely scan for rogue routers and switches on its network, and if found will likely disable them until they can check out the situation on that data jack.
