1. Yes, a good price, but don't go with high viscosity oil; use what your car manual says, usually 5w-20 or so now days. No need at all to use high viscosity oil.

2. Follow the law in CA, but I do like tinting some on windows. Sounds cheap to me, but watch the quality.
