Around here pulling a permit is based on a dollar amount. It's like anything more than a $900 job.

I doubt the inspector would care about your light fixture.
You don't need a licensed electrician to change a fixture (it's 2 wires. I'm surprised you didn't do it).
I wouldn't have scheduled an inspection with unfinished work, permitted or not.
