Citizen group wants to make their city safer. Answer: give away free shotguns!

The whole idea is from goofball former mayoral candidate Shaun McClusky. The article makes it sound like the idea is being pushed by a "citizen's group" but that isn't so.

I sure wouldn't mind getting a free shotgun but I don't live in a high-crime area.
