I can't help but think that the neighbor wanted to shoot something pretty badly -- badly enough to fantasize that he couldn't just holler out to the girl that he was planning to kill it if she didn't come get it. People and guns don't mix well. This man sounds like he should be in mental health care. No one of sound mind would do what he did. It's not normal. He has no business owning firearms. The people who sold them to him should be brought to justice in the same way that a bartender should who sells an obviously drunk man another beer and watches as he gets in his truck and drives home. It's called accountability.
