I expect that it's more of a perception that they all made campaign promises to get 'rid of Obamacare', and are 'keeping the promise'. It's just those bastiches in the Senate that are keeping them back.
If their campaign promise had been to 'relieve the incredible burden healthcare costs have made on Americans' the process would be VERY different.
We did the math, and for the last five years, our healthcare costs exceeded our housing cost (mortgage + property taxes). And we live in a nice house.
