You can request a different 'captcha', that little verification code you have to type in. There is a little curved arrow thing, I think, that lets you get a new, hopefully easier to read one.
I would do an online chat or call CS and ask about the data charge that used all your funds. They might be able to explain exactly what went wrong. But, if you have always had network data turned off in the settings, on your iPhone, there really isn't any way that your phone can be using data.
