WAG: so thieves looking for a car that is extra valuable on the parts market don't look up the license holders address to steal it. They would have to have a 'friend' in law enforcement to look it up.
I think it more likely they're just generally wary of identity theft and don't have a grasp of a specific way the number could be misused.
