That only works if you have access to the users iCloud credentials. I have the phone in my hands. But I can't wipe it. Previously one could connect the phone to iTunes and just reset it. Now it requires the previous users's Apple ID to do that.
OK, just to make sure I get this right. The problem seems to be that you updated the phone to iSO7 first, right? if instead you would have tried to wipe/restore to iOS 6, then wipe and update to iOS 7, this would not be a problem, correct?
