The bill will provide a stiff test for foreign donors, with Museveni warning Western nations not to meddle in the central African nation's affairs, and that he was not afraid of aid being cut. "Outsiders cannot dictate to us, this is our country," he said. "I advise friends from the West not to make this an issue, because if they make it an issue the more they will lose."

Well, that's a bizarre cherry on top of a bizarre attitude about homosexuality being a choice driven by desire for money. There is a lot more demand for aid than the aid agencies have supply to meet so the aid agencies aren't going to lose anything if they give their aid to people in another country. The Ugandan people will be the losers, but it appears that they largely are in favor of what Museveni is doing, so at least if they lose the aid over this issue then it won't be a case of suffering brought on by the country's leader doing something they don't want.
