S.F. has true, passionate fans who can be somewhat to extremely obnoxious. They enjoy the rivalry and wish that it would be reciprocated. After all who doesn't enjoy the Red sox-Yankees rivalry or Michigan-Ohio St. rivalry (when Michigan fielded decent teams)? It would be great to have something like those duplicated on the West Coast.
My comment wasn't just about sports, but in general. It might be a little more prevalent in the sports rivalries, particularly baseball. In college, it only flares up when the teams are both on up cycles. No NFL teams in LA yet, so that has been dormant.
Perhaps it's because Northern Californians tend to be more provincial, while Southern Californians are more laid back. But it's definitely more one-sided.
