I just went out to our 'new' (to us) 2013 Ford Expedition, got in and used the power lock button to lock the doors. Then I pulled the handle on the driver's side door: opened right up.

I'm very well aware that most if not all Ford doors will open when locked, even with the power off. It's a Ford thing, and I like it.
Now go out and try to do the same in a 2007 Chevy Avalanche, a 2006 Honda Ridgeline, a 2013 Subaru. Different story. I know there are many, many other examples of that.
The safety aspect is probably a matter of perspective. In an emergency, you'd want to be able to get out of the car as quickly as possible without hassling an unlock mechanism. One the other hand, you wouldn't want the door to be accidentally (?) opened while the vehicle is moving. (The Avalanche has to be in Park or the doors can't be opened.)
