Yes, on the CPU side. However, the newer MBPr also has a faster GPU with twice the VRAM, 802.11ac, Thunderbolt 2, and a much faster SSD interface (5.0 GT/s PCIe x2).
It would be easier to justify if the new one was much better.
I think it's significantly better but I agree that Intel needs to get moving.
