SUCCESS (for the most part)!
As Particleman and DRR suggested, manually powering it down and charging from being truly off seemed to have gotten it going. It charged up to 100% and seems to be powered fine.
The still strange things are that it wouldn't recognize an iCloud backup from last week nor an iTunes backup on my mac. I had to use an older backup that then sent it into a conniption fit of a flashing apple screen cycle that even a hard reset would not stop. After connecting and disconnecting it from my mac several times it stopped the cycle and insisted on going to a true recovery mode. Recovery mode worked and brought it back to life.
Now it shows the message "this accessory may not be supported" for any cords including a brand new iPhone 6 cord but it does still charge. Still seems like something's amiss but it is functioning.
