Daniel Rubino's analysis (and Nadella himself) says as much, considering that Microsoft/Nokia controls 97% of the Windows Phone hardware market.

Your phone won't stop working...it's just not going to attract many (if any) new developers or apps.
Depending on how unified Windows 10 ends up being across all devices, it may not need to. (I admit I am not particularly optimistic about this.)
