I don't know if California should count on the cold lasting too long. The NW coast picked up 10 -40 inches of El Niño style rain in the last month and most of the time the snow levels were above 6,500 ft. That said, Echo and Donner passes can close any time there is precipitation and the temp in Sac drops below about 56 F.
