No doubt. But that is simply because conservatives are more likely to have unpaid taxes in excess of $50k. Or unpaid taxes of any amount, for that matter. Just like the IRS targeting 501-c-4 scam PACs - there are simply many more conservatives taking advantage of a loose rule.
