Can I load a website onto an iPad?

There are apps that will save pages/sites for later browsing (it takes a while to find one that doesn't just save as PDF). You might be able to save pages as an archive in proper hierarchy with Firefox and then load them into the tablet, but I don't know how to access HTML files locally on an iPad.
