Exactly. San Francisco proper is geographically unusual in that regard and most of the city has been out-of-reach for most people who work there since probably the 1980s. That's why most people who work in SF live in outlying areas and why it has been this way since at least the 1960s and probably earlier. It's basically the west coast version of Manhattan.
