I expect a ride sharing app to know my location when I use it. That's part of the convenience - that it sends my location to the prospective drivers. And it needs location data for pricing. No problems with that. After all, a taxi company or an airline knows where I am when I'm using their services.
If I wanted to be charitable, Uber wanted to make the experience even faster by having tracking on all the time. Never mind that it runs the phone's battery down faster, and it's creepy. Poorly thought out, whatever the reason. (I was more concerned with the battery issue than the location issue, but annoyed in principle about tracking my movements.)
