The ostensible reason for the call was that the two young men joined the tour late, wore black, and were quiet and uncommunicative, making other members of the tour "uncomfortable." In the call to police, the informant accused the boys of "lying," though it's hard to figure out how they could be lying if they were refusing to talk.
As with most of such incidents, it is hard to pin down what is going on inside people's heads. If the boys had been lighter-skinned and blond, would the informant have given them a pass?
