The question becomes, how do you treat people outside a clinic who appear peaceful while their presence nevertheless draws attention to themselves for a purpose that goes far against anything resembling support of the clinic's mission?

Do you ignore them simply because they're relatively quiet, or acknowledge them directly and engage them?
