Homeowner's insurance paying too little on storm damage. What can State Insurance Commission or a lawyer even do?

Only thing I would add to what numbered said is that this will also depend on state laws where the insured property is and possibly the terms of the mortgage and specific insurance you have. In my case about 15 years ago a tree fell on my house during a storm. After adjuster checked the damage I got a preliminary check to pay for the removal of the tree, and an estimate for the roof repairs - slate. A second check was issued for the roof repairs later, both were made out to me, and did not include the mortgage holder. This was n MA.
