frankly, I never bought the need to allow heads of state to break the rules. It's not as if they don't have a means to put their words out to the world. If twitter or FB didn't like what he was posting, they could block him and he could have a press conference that will be covered by every press entity in the country - how many social media folks have that as an option when their accounts are suspended?
