Does Baseball Hall of Fame have character requirements for eligibility?

The Hall of Fame should "only" mean the best of the best. Period. Otherwise, what's the point? There isn't any other point. Really, anyone that feels otherwise, needs to acknowledge that they don't care about baseball.
