I haven't heard of rampant fraud, but Kentucky's unemployment software is a couple of decades (or more) old after years of cutting funds to the department. Outside help has been brought in but the claims are months behind.
They did have an issue with paying temporary teachers over the summer when they would not have been paid while employed. At one time they were requiring repayment, but that may have been rescinded, I have not followed the story very closely.
