Does Baseball Hall of Fame have character requirements for eligibility?

The worst part is that people that don't care even slightly about baseball weighs in. The Dodgers play 162 games a year. I never miss a single one of them. I see most Oakland A's games and other teams's games too.

I don't get how people that never watch a game, never read a box score, never even think about baseball, open their mouths to talk about it.
