Neither. Just stating what the law was in the Deep South.
Meaningful, to the extent of receiving tribal benefits in the case of Native Americans, mostly means 1/16th, sometimes means 1/8th, and a few times requires 1/4th. As to other POC's (or is it P'sOC?), Acer's postulate still rings true, though there are many, many other criteria that certainly can be applied. IOW, there is no single defining criterium that by winning it is all encompassing, or by not, is all exclusive.
