If the answer to the above is "no", or "not yet" then there will be NO action for controlling the violence.
And if the answer is "yes" then the next question is WHEN? How many years before results manifest? What about the students in danger right now, and all those going through the system during the years it would take before those results?
Well, they announced a extensive funding and operational plans, per the OP. Rome wasn't built in a day.
