If the answer to the above is "no", or "not yet" then there will be NO action for controlling the violence.

And if the answer is "yes" then the next question is WHEN? How many years before results manifest? What about the students in danger right now, and all those going through the system during the years it would take before those results?
Well, they announced a extensive funding and operational plans, per the OP. Rome wasn't built in a day.
Then the two questions remain unaddressed:
1. How many years before results manifest?
2. What about the students in danger right now, and all those going through the system during the years it would take before those results?
I'm confident they won't pull all SROs out with nothing to replace them. Results will be evaluated in realtime, so that adjustments to programs can be made. Interventions without cops will be easier to manage, because non-cops are bound by fewer limiting regulations. Also, you can stop pretending that there will now be no security at high schools just because uniformed officers aren't present. That wasn't true before SROs showed up, and it won't be true after. The difference is that security personnel who don't have arrest power are less likely to send kids to the precinct and detention/prison.
