Is that your total cost, or just the cost for the electricity from the supplier? With deregulation I get two separate charges based on the number of kWh used, about 9.9¢/kWh for the supplied electricity and 10.3¢/kWh for the delivery. That is a total of 20.2¢/kWh for electricity here in W. MA.
Bringing this back to TX, the town I live in started contracting with suppliers several years ago to buy electricity in bulk for town residents. Current supplier is Dynegy out of Houston. Perhaps they and their parent company Vistra, also in TX, need to pay more attention to selling within their own state.
