So. “Energy charge” (“winter”) is 8.8 cents per kWh. “Windsource program” (voluntary, part/all of your electric is from wind) is 3.5 cents (additional) per kWh. “Decoupling adjustment” (?) is 0.3 cents per kWh. Other fixed (non-metered) fees total $18.16/mo for the electric service. Two taxes add $9.10/mo.
I suppose it all adds up, one way or another. But Xcel gets a fair amount of power I think from two 30+ year old nukes and hydro power from Canada. They’re down to only a couple of coal-fired plants, and those are going away.
