iPad's take good photos??? Need one (or an iPhone or iPod) for our shop.

We have a simple task at our company which involves taking photos of every product that comes in to our shop for repair and e-mailing them to customer service. The supervisor (who is leaving our company) does this with his iPhone and when he's not in someone else checks in the parts and asks for me or another office worker to take photos and e-mail them. So, we are trying to figure out a simple way for the guy/girl checking in products without their personal phone. So, I'm thinking an iPad Mini and a heavy duty case and leave it in a cabinet in the shop. This would take photos and they could e-mail them using gmail or outlook 365. But here looking for suggestions. Wondering if an iPod Touch or a iPhone without cell service would be a better option.

I'm fine with refurbished, previous generation, etc. I don't have any spare used iPhones laying around unfortunately. Thinking an iPad Mini might be nice because it might be less likely to get lost.
