Oddly enough, in 2016, two US states had even lower turnout than that: Utah (46.4%) and Hawaii (42.4%).
I suppose those were additional examples where the (state) outcome was so certain that people couldn’t be bothered to vote.

FWIW: I DO vote so that at least there is a count for "my people" but knowing that I won't sway the outcome makes it a matter of principal over hope.
In 2016, we weren't thrilled with any of the choices at the top of the ticket, and here in Cali it wasn't gonna make a difference anyway, so for the first time in our voting-eligible careers, we protested by not voting for a #45. In retrospect, I now wish we had written in votes for Pat Paulsen....
