In MD they are called Historic after 20 yrs. They reserve antique for even older models. And yes both are exempt from emissions testing but you are not supposed to use them as a daily driver while licensed as either.
In PA, I'm pretty sure there's an annual mileage limit to qualify for Antique/Classic/Historic plates.
Same in Washington, but they have no way of knowing.
