Note that a weapon doesn't have to be a gun or knife. It is any object used to injure or destroy. As far as I can tell, in California only criminals have the right to use weapons (said with a bit of sarcasm).
An increase in petty crime has a huge impact on an area. People avoid it and spend less time and money there. With all the crap going on in Philadelphia, none of my friends go to Philly unless they absolutely have to. And they leave as quickly as possible. None of them ride public transit due to the violence on the trains. These were the people who went to the city regularly and spent decent money there. Now they're spending it in the suburbs.
