It seems the display problem of my Mac Mini in Windows 10 is specific to my receiver and/or TV.
I connected the Mac Mini to my office monitor to test the resolution issue as you recommended, so as not to disturb family TV time, and there's no problem when connected to my office monitor.
The problem only exists when connected to my home theater system.
Given that the Mac is planned for use as a home theater PC/Mac, that is less than ideal.
I had tried the Intel drivers, default Windows drivers, and whatever might be installed with Bootcamp.
At least there's some sort of answer here, if not a solution.
I'm using JRiver for the home theater software - it runs in Catalina without the video issue, but there's no option to turn the computer off by remote control, as there is in the Windows version. That's another issue altogether, though.
