Rudy is worried we live in a fascist state

I thought targets of investigation don't usually testify before grand juries. Is this unusual? Also, do I understand correctly that people being questioned by the grand jury can't have their lawyers with them? I can't imagine Rudy saying anything other than pleading the fifth to questions from this grand jury - especially if he can't have his lawyer present.
