Not completely correct - the way that's worded implies that every State has an equal vote in the Electoral College (regardless of population), but the reality is that each State has a number of Electors equal to that State's Congressional delegation (number of Representatives in the House, plus two (one for each Senator). Given that the number of Representatives each State has is based on population, then the Electoral College is somewhat based on population - but since each State has the same number of Senators, smaller States have more Electors than they would if the number of Electors were based solely on population.
