Issue firearms (free of charge) to those that can show competence in their use and storage.
Basic training required for weapons kept in the home.
Advanced training for those that need to carry outside the home.
Must be licensed & insured.
Must be re-certified periodically.
Can't be a felon. And processing firearms outside these restrictions would be a felony.
You know, just well-regulated.
The 2A was never meant for hobbyists who want 100 different styles of firearms. This could also be accommodated, but it would be expensive and require more red-tape, like automatic weapons currently do.
