Free firearms would go a long way. Sign me up, of course free isn't free, but the cost would be spread out evenly to those who won't want a gun
Basic training required for weapons kept in the home.
Advanced training for those that need to carry outside the home.
The NRA has 120,000 certified instructors ready and willing.
Must be licensed & insured. Make the license included with training.
Must be re-certified periodically.
Send a free box of ammo, although free isn't really free and a box of 9mm range ammo from the government would cost $100
Can't be a felon. And processing firearms outside these restrictions would be a felony.

The 2A was never meant for hobbyists who want 100 different styles of firearms Folks who have 100+ firearms are the safest group of gun owners there are. True experts or dealers that take gun ownership seriously.
