I'm skeptical that juvenile detention as it is currently done in this country would have the outcome you desire. Are teenagers who were detained for gun possession less likely to seek a gun when they get out? Any studies on this?
current implementations of JD and prison skew towards punishment rather than reformation, so they don't help the problems.
if you want to lock something up, start with the guns themselves.
