Initially I thought "Well, I'm sure the governor be tripping over himself to make it happen" ....but a quick google search reveals that Trump was mad that the Georgia governor for not assisting his efforts and funded a challenger who failed.

What kind of lock does the current governor have on his seat?
Kemp can’t run again, as this is his second and final term, so no reason at all for him to pardon
